Do Dates in URL determine Freshness?

Some people use date in the URL for the purpose of telling the Google that the content is Fresh. They change the Url date so that the crawler consider the page a fresh one. Actually this is not the case. Google has its own measures of Freshness. Matt Cutts  explain this in the following video.
